Digest 101 (摘抄,注解,不断更新)

上一篇 / 下一篇  2011-08-12 13:01:40 / 天气: 阴雨 / 心情: 平静 / 精华(3) / 置顶(3) / 个人分类:R for Reading

Roy’s presence.

Belgium, Three Essential Facts about Belgium

Prince Philippe, 53, was crowned the new monarch on July 21 after his father King Albert II’s abdication. Belgium’s capital, Brussels, may help unify Europe as home to the E.U. headquarters, but many Belgians harbor separatist sentiments and have called for an end to the monarchy. Here’s why the new King has his work cut out for him:

Disunited Kingdom

Divisions remain rife between the northern, Dutch-speaking Flemish region and southern, French-speaking Wallonia. Political parties like N-VA angle for greater autonomy for Flanders.

State Stalemate

After the 2010 elections, politicians needed 500 days to form a government, exacerbating Walloon-Flemish tensions. Elections set for next spring are expected to be no less fraught.

Economic Lag

Belgium’s economy, like all of Europe’s, continues to struggle. Unemployment recently increased to 8.6%, although that’s below the E.U. average.

London, The Three Biggest Challenges Facing U.K. Media Reformers

In response to rampant phone hacking, politicians have compromised on a deal to allow an independent self-regulatory group to establish and enforce new media standards---a move that’s facing considerable pushback from publishers who say press freedom is at stake.

1.       Assembling a Board

In order to ensure objectivity, a government commissioner will oversee the appointment of five to nine people who have leadership and public-policy-making experience and are independent of the civil service, politics and the press.

2.      Setting New Standards

The regulations would prioritize individual rights and the public interest, curbing the publication of inaccurate and libelous material. But because they can’t be changed without a two-third majority in both houses of Parliament, many worry that politics and the press could become dangerously intertwined.

3.      Enforcing the Change

Although publishers can legally opt out of submitting to the watchdog group, they risk increasing the already severe punishments that will be levied if they’re caught breaking its new code: heavy fines (up to $1.5 million) and corrections or apologies---potentially on the front page.

US, BlackBerry’s Last Stand

When Research In Motion CEO Thorsten Heins unveiled the BlackBerry Z10 and Q10 at a New York City press event, he unleashed a branding bombshell: RIM is changing its corporate name to BlackBerry as part of its last, best shot at reinvention. But it’s the models themselves that reveal the troubled company’s turnaround vision---as well as several essential truths about smart phones in general.

The iPhone set the standard.

When Apple joined the phone game in 2007, RIM’s then leaders openly mocked it. But almost everything about the company’s new flagship model, the Z10, tacitly acknowledges the iPhone’s pre-eminence, starting with its big display and onscreen keyboard. Even the Q10, which sports the iconic keyboard, features software that channels the iPhone’s.

Consumers crave modernity.

While iPhone and Android phones have evolved considerably, BlackBerrys have been hobbled by creaky software, grainy screens and other relics of an earlier era, when it was the gadget of choice for corporate use. But the Z10 and Q10 sport beefier hardware and scrap the old operating system for BlackBerry 10, an all-new platform that is polished and powerful and designed to lure new customers.

Carriers must be courted.

Four years ago, RIM shipped more smart phones than Apple and Samsung combined; now its global market share is less than 5%. So it has started pitching itself as a humble, scrappy alternative to the industry’s dominant handsets. And wireless companies are responding: more than 150 of them plan to sell the new phones.

BlackBerry has a long way to go.

Rumors persist that BlackBerry might be acquired at a fire-sale scale price or sold off in pieces. And although the new phones tout 70,000 apps, they’re missing Instagram, Netflix and others. But don’t count BlackBerry out just yet. If people start to talk about it as an underdog---rather than deadwood---it could edge away from the brink.

China, This Can’t Be Airbrushed

Residents of Beijing are used to its perennial smog and polluted haze. But the acrid brown soup that suffused the capital the weekend of Jan. 12 horrified the public, kept millions of people indoors and compelled the kowtowing state media to openly discuss the dangers that China’s bad air---and breakneck industrial growth---poses for the country’s future.

U.K., Lonely Island

Facing growing pressure from Euroskeptics in his conservative base, U.K. Prime Minister David Cameron pledged to hold a referendum on British membership in the European Union should his Tories be returned to power in elections set for 2015. “It’s time for British people to have their say,” said Cameron. That Brussels’ mandates are invasive is a long-standing gripe for many in the U.K. But with Cameron’s popularity sagging and other main parties set against a referendum, it’s far from clear whether Britain will get a chance to exit the E.U.

Shinzo Abe became Japan’s seventh Prime Minister in six years after his probusiness Liberal Democratic Party trounced the country’s center-left incumbents in elections in December. Abe, who previously served as Japan’s Prime Minister in 2006 and ’07, is an avowed nationalist and has promised a tough stance on territorial disputes with China and South Korea. UAE, Battle for the Internet

In Dubai, the U.N.’s agency for information and communication technologies convened a 12-day summit Dec.3 to draft a new treaty that would reshape global governance of telecommunications. The existing rules date to 1988, a vastly different era. Many U.N. member states want great control of Net neutrality. Here are three controversial proposals:

1.       Sovereignty. A Russian-backed plan calls for wresting control of the Internet from ICANN, the U.S.-based organization that oversees many of the Web’s vital operations, and reallocating it to individual countries.

2.      Tolls. Another proposal would allow telecom services to charge Internet content companies like Facebook a premium for transmitting data across borders.

3.      Censorship. A scheme for universal identification on the Web would end Internet anonymity and curb speech.

The world’s best-loved cartoon birds have good reason to be angry. They’re about to be replaced.

On Sept. 27, Rovio—The Finnish studio behind the biggest mobile game in history—will launch “Bad Piggies,” a spinoff starring the birds’ sworn enemies: chubby green pigs. For the tech sector, it may be the year’s most-watched second act. Rovio’s fuming fowl took in $106 million last year alone—and not just from their apps, which have been downloaded more than a billion times and count David Cameron, Justin Bieber, and Salmon Rushdie as fans.

Still, “there’s a fatigue setting in for Angry Birds,” says Scott Steinberg, CEO and lead analyst at TechSavvy. “Fans are clamoring for something new.”

Can lightning strike twice? In a risky move, Bad Piggies abandons the simple, flick-and-go play style of Angry Birds for a more involved, building-focused one. Yet in the competitive, pick-up-and-play iWorld, a highly public failure is a real possibility. As Steinberg says, “Many are trying to knock Angry Birds off its perch.”

Obama had to be extraordinary, which reminds me of the something my mother told me when I was a boy: that being black means I had to be twice as good to get ahead. Obama seemed more than just good; in many ways he was the embodiment of that staple of film and literature, the magical Negro.

The magical Negro is a character full of knowledge and wisdom, sometimes with supernatural powers, whose job is to help a white protagonist reach his full potential. Jim in Mark Twain’s Huckle-berry Finn is the classic example. More recently, there was Will Smith in The Legend of Bagger Vance, Michael Clarke Duncan in The Green Mile and Laurence Fishburne as Morpheus in The Matrix, who offers Keanu Reeves’ Neo a red pill that will change his life.

In 2008, Obama was Morpheus and America was Neo, a nation of great potential that had lost its mojo and did not understand reality. Obama offered Americans the red pill---the chance to vote for him---and they swallowed it. In The Matrix, the red pill took effect immediately, and it wasn’t long before Neo revealed himself to be the One---the Jesus-like figure Morpheus had thought he was. In the real world, change happens much more slowly.

Spain, The Cracks Grows Wider

The autonomous region of Catalonia made a new push for independence when its president, Artur Mas, called for a referendum on Nov. 25 to start “a process of auto-determination.” His announcement came two weeks after an estimated 1.5 million Catalans held a pro-independence march in Barcelona and days after the central government rejected Catalonia’s request for a bailout of 5 billion euros. Spain’s economic crisis has heightened separatist sentiment in the country’s wealthiest yet most indebted region. Catalans believe that the taxes they have been paying to Madrid have been mismanaged and that the bailout they requested is money that should be returned to their region. Meanwhile, anti-austerity protests rocked the Spanish capital yet again, as demonstrators marched on the country’s parliament building and confronted police, leading to at least 64 people being injured.

Naval officers line the deck of the Liaoning, China’s first aircraft carrier, which was unveiled Sept. 25. The vessel is a mark of Beijing’s modernizing military, interpreted by some as a challenge to rival maritime powers in Asia as well as the U.S.’s long-standing hegemony in the Pacific. The carrier is a refurbished former Soviet hulk purchased from Ukraine and is still a few years away from being combat-ready.

U.S., NATO Meets Under a Cloud

As thousands of protesters marched in the streets of Chicago, the North Atlantic Treaty Organization held its largest summit ever, drawing leaders from 28 member countries, including U.S. president Barack Obama and U.K. Prime Minister David Cameron as well as delegations from some 30 other partner states. The hottest topic: NATO’s Afghanistan exit strategy. With European nations facing shrinking budgets and war-weary publics at home, Obama and his NATO counterparts confirmed their intent to wrap up the decade-long mission by the end of 2014. Confounded by the stubbornness of the Taliban insurgency and Pakistan’s complex game in the region, NATO talked up the steady transition of security responsibilities to Afghanistan’s once woefully unready army. The alliance also committed to supporting the Afghan government for at least a decade after 2014, to the tune of $4 billion-plus in annual aid. Taken together, though, it’s hardly a resounding declaration of victory in Afghanistan. Many no longer care: the protesters outside the summit called for an end to military adventures abroad at a time of increasing hardship and inequality at home. Scuffles and clashes with police led to nearly 100 arrests.

Germany, Merkel’s Future Looks Murky

The center-right Christian Democrats---the party of Chancellor Angela Merkel---lost considerable ground during recent elections in North Rhine-Westphalia, Germany’s most populous state. In keeping with European political trends, voters chose the populist promises of the left-wing parties over appeals to fiscal discipline and a broader commitment to the European Union. Also troubling for Merkel: the new, renegade Pirate Party, which advocates transparency and Internet freedom, captured seats in a fourth successive German state assembly---a sure sign the political tides are changing.

London, The New Thatcher Era

A British Prime Minister, splendidly isolated, faces down a phalanx of scowling European leaders, all harrumphing censure in accents that are German, French, Italian. We’ve witnessed the scene before. Decades ago Margaret Thatcher warred with her European counterparts just as David Cameron did this month in refusing to yield control of national budgets to Brussels. The difference is that the Iron Lady did not speak softly when she wielded a big stick. She lambasted ambitious bureaucrats; the artificial Utopian megastate you want to build, she told them, will be a “tower of Babel” dominated by Germany and riven by economic crises. Though she was ousted in 1990 over her refusal to join the monetary union, her skepticism seems to be vindicated with every euro crisis. December 2011 is very much Maggie’s moment, and with serendipitous timing, she’s there on the big screen in a biopic, The Iron Lady, portrayed with preternatural realism by Meryl Streep.

U.S., Who Are America’s Bad Guys?

When asked to name their country’s greatest enemy, almost a third of Americans say Iran, according to a recent Gallup poll. That number roughly matches public sentiment in the U.S. toward Saddam Hussein’s Iraq at around the time of the 2003 invasion. In recent months, some figures in the U.S. media as well as hawks in Washington have called to direct action to contain or eliminate the Islamic republic’s nuclear program. China, a rising global superpower with a rapidly expanding military, is the runner-up to Iran on the list of Adversaries.

Qatar, Little Thorn, Big Sting

In an interview with CBS’s 60 Minutes, Qatari Emir Sheik Hamad bin Khalifa al-Thani welcomed the idea of Arab troops’ quelling the violence in Syria. The government of Syrian President Bashar Assad vehemently rejected this suggestion of “intervention” in the uprising that has claimed some 5,400 Syrian lives since it began last year. Throughout the tumultuous months of the Arab Spring, tiny, oil-rich Qatar has played an outsize role. Its dauntless media network, al-Jazeera, stood in the frontlines of pro-democracy protests. Qatari commandos allegedly helped Libyan rebel fighters oust tyrant Muammar Gaddafi. Not surprisingly, Syrian state TV issued reports decrying al-Jazeera and Qatari meddling. But as the West struggles to rein in Assad, the little Gulf kingdom has proved all the more bold.

Qatar, Burying the Hatchet

Rival Palestinian factions Fatah and Hamas inked a deal to form a unity government that would pave the way for new elections in May. The pact was announced in the Gulf state of Qatar, where Hamas chief Khaled Meshal is staying. The two sides have been at loggerheads since 2006, when Hamas, an Islamist party deemed a terrorist group by the U.S. and Israel, defeated the more secular Fatah in elections and then drove it out of the Gaza Strip. The conflict led to a balkanization of the Palestinian territories, with Fatah holding sway over the Palestinian Authority in the West Bank and Hamas entrenched in Gaza, which is blockaded by Israel. Reconciliation could end years of political paralysis and dysfunction among the Palestinians, but it comes at a cost. Israeli Prime Minister Benjamin Netanyahu warned Palestinian Authority President Mahmoud Abbas that “it’s either a pact with Israel or peace with Hamas.” Given the collapse of the peace process, the Palestinians, for the time being, have made up their minds.

Russia, Moscow’s New Cold War

Temperatures well below freezing did not deter what may have been the largest protest in Russia’s capital since the fall of the Soviet Union. A month ahead of presidential elections, tens of thousands of people of various political stripes united in opposition to Prime Minister Vladimir Putin’s bid to regain the presidency. Organizers of a counter-demonstration in favor of Putin claimed to draw an even larger crowd, though some reports suggested that many had been coerced to join. The Maldives, Fall of the Island President

President Mohamed Nasheed, the country’s first democratically elected leader, was forced to resign in what may have been a coup hatched by those loyal to the regime of previous President Maumoon Abdul Gayoom, who ruled the archipelago nation for three decades. Nasheed, a former political prisoner during the Gayoom years, came to power in 2008 and is known internationally for his climate-change activism; though the Maldives is a tourist paradise, its very existence is threatened by rising sea levels. Nasheed’s critics claim he ran roughshod over the constitution and was corrupt.

Rival militias sparred in the streets of Tripoli in the latest sign of the instability plaguing the oil-rich country months after a NATO-backed rebellion ousted the regime of Muammar Gaddafi. No one was killed in the skirmish between factions from the cities of Zintan and Misratahbrigades that played key roles in the war against Gaddafi and now remain in the Libyan capital, vying for control over strategic locations like Tripoli’s airport. The incident highlights the challenge facing the new leaders of a country riven by tribal and regional splits and flush with guns. Pakistan, Which Side Are You On?

A secret NATO report based on interviews with some 4,000 captured Taliban fighters claims elements within Pakistan’s military and government are still backing the Islamist insurgency in Afghanistan. Leaked to the BBC and Times of London, the report deepened the conviction in Kabul and Washington that Pakistan plans to dominate its neighbor through proxies like the Taliban---created, in part, by Pakistan’s military-intelligence agency. Pakistani Foreign Minister Hina Rabbani Khar dismissed the report as “old wine in an even older bottle.” But as trust between the U.S. and Pakistan slumps, she may need to be far more convincing.

Spain, A Dismal Accounting

Unemployment in the euro zone is at its worst since the currency was rolled out in 1999, according to new numbers compiled by the E.U. The continent-wide figure of 10.4% belies vast discrepancies among member nations. Countries such as Spain and Greece face grave societal challenges: in Spain, youth joblessness is close to 50%. Other nations, though, are experiencing more customary rates of unemployment. E.U. leaders called for concerted and united action to promote growth and create jobs. In a time of austerity, that’s easier said than done.

Iran, Drone Down

Iranian state media claimed security forces shot down a U.S. spy drone on a surveillance mission deep in Iranian territory. U.S. officials confirmed the loss of a drone, which likely operated out of a U.S. base in eastern Afghanistan. The downing of the drone is a spot of positive news for Tehran following a spate of mysterious explosions at high-profile missile facilities---some suspect through the covert hand of Israel. But it’s unclear whether Iran has the expertise to reverse-engineer drone technology.

Australia, Uncle Sam Down Under

On a state visit, President Barack Obama and Australian Prime Minister Julia Gillard agreed on the presence of U.S. troops on Australian soil for the first time. The Pentagon won’t set up new bases; it will use existing Australian facilities. Obama denied the move is a response to the growing challenge of China’s expanding navy, but it’s clear the U.S. is keen to reinforce its long-standing supremacy in the Pacific.

Italy, Send in the Technocrats

After a torrid week of political wrangling, the man tapped to replace outgoing Italian Prime Minister Silvio Berlusconi took charge of the nation at the center of the euro-zone storm. New Prime Minister Mario Monti, a former E.U. commissioner, brought in a Cabinet full of career technocrats rather than politicians. Monti’s team of ex-bankers and ex-CEOs will have to steady the country’s debt woes and most likely will institute austerity measures that may prove as unpopular as those implemented in Greece. Monti also has to deal with the shadow of Berlusconi, who still wields great influence.

President Cristina Fernandez de Kirchner was re-elected in a landslide, becoming the first female head of state in Latin America to win a second term in power. Under Kirchner’s center-left leadership—and, earlier, that of her husband Nestor Kirchner—the country rebounded from near fiscal collapse a decade to boast a robust economy, with sustained GDP growth at around 8% in recent years. Kirchner, 58, secured 54% of the vote. Her nearest rival had only 17%.

Israel, Shalit Walks Free, but Pease is Still a Prisoner

Israeli soldier Gilad Shalit emerged from the desert, pale and wan, and returned home after five years of captivity. Shalit was seized by Hamas, the Islamist faction that controls the Gaza Strip, when he was just 19. While his repatriation was greeted with joy by many Israelis, others balked at its steep cost: the release of 1,027 Palestinian prisoners, some of whom are guilty of committing acts of terrorism in Israel. The prisoner exchange allowed the Islamists to deflect attention, however temporarily, from their misrule in Gaza. Palestinians view the prisoners as fighters in the national cause, and Hamas’ successful negotiation of their freedom stands in stark contrast to the ineffectual efforts of Palestinian Authority President Mahmoud Abbas, a Hamas rival, to pursue peace talks with Israel. Hamas suggested it would consider abducting more Israelis to free the thousands of Palestinians still in detention. Shortly after news of the swap, Israeli Prime Minister Benjamin Netanyahu submitted plans for the largest Israeli settlement yet to be constructed in East Jerusalem. While one Israeli and 1,027 Palestinians may be free, their homelands remain locked in hostility.

Switzerland, Cities of Smog

The world’s worst urban air pollution is not in the Dickensian megacities one might typically expect—Beijing, say, or Mexico City—but in smaller, poorer towns in countries with lax environmental regulations. A new report by the U.N.’s World Health Organization shows that heavy industry isn’t the main driver of urban smog. Across the developing world, people often burn heavy fuel for heat and energy, including firewood and dried dung, which produces thick smoke. The WHO quality standards recommend less than 21 micrograms per cubic meter of PM10, a measurement of particulates in the air.

Canada, A Walking Contradiction

Wildlife guides and members of the Gitga’at First Nation are following a revered and rare creature, a white black bear. Neither albino nor polar bear, the spirit bear (also known as the Kermode bear) is a white variant of the North American black bear. Two bears with black coats can produce a white-coated cub if both mother and father have a recessive trait for Kermodism. They would then have a one-in-four chance of siring a spirit bear. White black bears are found almost exclusively in the moss-draped Great Bear Rainforest in British Columbia. At 25,000 square mile---one and a half times as big as Switzerland---the region runs 250 miles down Canada’s western coast and encompasses a vast network of mist-shrouded fjords, densely forested islands, and glacier-capped mountains. It’s a spooky, wild, mysterious place: There are wolves here that fish. Deer that swim. Towering red cedar trees that have stood a thousand years or more. And a black bear that is white.

Found in the rainforests of Central and South America, the morpho butterfly is famous for its iridescent blue wings. Grind up these wings, however, and you’ll get a drab powder. The butterfly’s hue is an optical illusion called structural color. That is, the gorgeous color is created by the way light hits it---some light waves get reflected, others absorbed. Research into the morpho has resulted in such commercial applications as low-power computer screens, counterfeit-proof currency and charge cards, and fibers that can “mirror” a rainbow’s range of tints without polluting dyes.

Washington, Health for the Ages

Some plants might add up to a tossed salad. They might also be used to make remedies for serious intestinal disorders---just as they did in antiquity.

Medical historian Alain Touwaide says new DNA analysis of clay-bound pills from a Roman shipwreck confirms traces of the same dried plants (including carrot, radish, cabbage, celery, wild onion, and parsley) described in ancient Greek medical texts. The brownish, coin-sized pills---preserved in tin boxes for two millennia---are the first proof that the writings were “not just theoretical but actually applied.”

Could such knowledge inform today’s research? Touwaide says the second-century physician Galen referred to broccoli, a relative of cabbage, as an intestinal cancer treatment. Studies today confirm the plant’s anticancer properties---making “eat your vegetables” a timeless prescription.

Japan, Quieter Rides

Japan’s Shinkansen bullet trains seamlessly zip passengers between the country’s major cities at speeds of up to 297 kph. But things haven’t always run so smoothly. During initial test runs, whenever the trains went from the outdoors and into a narrow tunnel at high speed, they produced a sonic boom that rattled windows some 350 meters away. Seeking a solution, engineer and avid birder Eiji Nakatsu asked himself if there was some living thing that manages sudden changes in air resistance as a part of daily life. There was: the kingfisher. It dives from the air, which is a low-resistant medium, and into water, a high-resistant one, with only a small splash. By redesigning the nose of the bullet train in the image of the kingfisher’s beak, engineers reduced noise and cut electricity usage. And saved a lot of windows in the process.

Washington, Calm Down, Please

President Obama on Friday made an impassioned plea to Americans that they express religious tolerance toward ordinary Muslims and understand that the nation’s true enemies are Al Qaeda and like-minded Islamist extremists. This year’s anniversary of the Sept. 11 terrorist attacks occurs in a context of controversy and apprehension driven by a Florida pastor’s plan to burn the Quran and by a planned Islamic center and mosque near ground zero in New York, among other things. Asked about this mood at his Friday midday press conference, Mr. Obama said tough economic times and general anxiety can produce societal divisions. Then he added that he admired the way President George W. Bush in those harrowing days after 9/11 made it clear that the US was not at war with Islam itself.

Los Angeles, Apple Vs. Android: The Smart Phone Wars Rage On

It's possible to sum up the tech industry's engine of progress in four words: Apple vs. everybody else. That's been true for a quarter-century in the personal-computer realm, and now it's happening with smart phones, a product category increasingly defined by intense competition between Apple's iPhone and the gaggle of manufacturers who have embraced Google's Android software. Unlike the Mac-PC wars, the battle between the iPhone and Android is in its early stages. Both Apple and Google and its hardware partners are trying to dominate the market in exactly the right way: by building the best possible phones.

Washington, China’s Money Problem

The chorus of voices criticizing China's stubborn resistance to reforming its controversial currency regime and allowing the yuan to appreciate keeps getting louder. Outrage in Washington has been growing, the European Union recently called on China to let the yuan rise, and even officials in usually polite Japan spoke out against China's stance last week. China is sure to take a diplomatic beating at the G20 summit in Seoul in November. China needs currency reform to aid its own economic development as well. But China continues to scold the world, insisting that the value of the yuan is nobody's business but China's. And although the yuan has started slowly creeping upward in value, it's still risen a mere 2.2% against the U.S. dollar since a two-year de facto peg to the greenback was lifted in June.

Washington, Heart Attacks Predictable?

Heart attacks are frightening mostly because they are so unexpected. Recently a group of experts in the PREDICT trial (Personalized Risk Evaluation and Diagnosis in the Coronary Tree) decided to look at something easily accessible, like blood, for some predictive factors. The idea was to find an alternative to the angiogram, in which technicians snake a long catheter outfitted with a camera from the large leg artery into the heart to view blockages. Using the genetic test on top of a risk assessment that included clinical factors such as type of chest pain improved the doctors' ability to predict which patients were high or low risk by 16%.

China, Crouching Tiger, Hidden Dragon?

Is China making an unprecedented leap to the top of the global economic hierarchy? Yes, Martin Jacques asserts confidently in his buzz-generating When China Rules the World. He sees the country, which recently passed Japan to become the world's No. 2 economy, rising smoothly to the top spot by continuing to follow a thoroughly distinctive, Confucian-tinged development path. No, say China skeptics like economist John Markin and hedge-fund honcho James Chanos, with equal self-assurance. They predict that bursting bubbles will lead to a Chinese equivalent to Japan's "lost decade" of the 1990s. To them, as George Friedman pithily puts it in his best-selling The Next 100 Years, which is sometimes displayed near Jacques' tome in airport bookstores these days, China is just "Japan on steroids."

India, War on Terror Heats Up

The Indian military may have a new weapon against terrorism: the world’s hottest chilli. According to several news reports, the country has decided to use the bhut jolokia or “ghost chilli” to make tear gas-like hand grenades to immobilize its enemies. The pungent pepper was confirmed by Guinness World Records in 2006 as the world’s spiciest. It’s grown in India’s north-east for its taste, as a cure for stomach problems and as a way to fight the heat by cooling the body through sweat and evaporated heat as blood rushed to the face. It has more than 1,000,000 Scoville Heat Units, the measurement of a chilli’s spiciness; that’s 200 times hotter than Tabasco sauce---a measly 2500-8000 units. Southeast Asia’s chilli padi only measures 100,000-225,000 units.

Japan, Roaring to Life

Shinmoedake, a volcano that is part of the Mount Kirishima cluster of volcanoes on the Japanese island of Kyushu, showed its first sign of activity in 52 years when it erupted Jan. 26. It continued to spew thick ash, toppled trees and shattered windows of buildings and cars as far as five miles away, prompting officials to widen the exclusion zone around the peak, which served as the villain’s lair in the 1967 James Bond film You Only Live Twice.

Pakistan, An Expanded Nuclear Arsenal

According to new estimates, Pakistan has steadily grown its nuclear stockpile over the past two years and now boasts between 95 and 110 deployed weapons. The nuke count, tallied by U.S. intelligence and nongovernmental analysts in Washington, puts the unstable, poverty-wracked country significantly ahead of its archrival India. While Islamabad insists its arsenal is for deterrence, there are long-standing concerns about the Pakistani nuclear program’s vulnerability to Islamist extremists.

Ukraine, Chernobyl Still Taking Its Toll

A quarter-century has passed since the meltdown at the Chernobyl nuclear power plant unleashed a radioactive cloud across the northern hemisphere. A new study estimates that 27,000 people have died worldwide as a result of the worst nuclear accident in history, in large part from cancers stemming from the release.

Cambodia, Ancient Temples Ignite New Southeast Asian Skirmishes

Thai and Cambodian forces renewed hostilities over a number of medieval Hindu shrines they have contested for decades. Each country blames the other for the latest exchange of fire, which killed a dozen people and forced tens of thousands to evacuate. Some of the heaviest shelling occurred near the ancient Preah Vihear temple, a flash point since it was granted UNESCO World Heritage status in 2008. Thailand opposed the listing even though an international court ruled in 1962 that the temple was on Cambodian soil. In Bangkok, some analysts say the border clashes are the by-product of jockeying between Thailand’s politically influential military and the civilian government.

Italy, Open Borders? Not for Everyone

French President Nicolas Sarkozy and his Italian counterpart, Silvio Berlusconi, called for an overhaul of the Schengen treaty, which currently allows for open borders between 25 E.U. nations. Italy panicked over an influx of 25,000 migrants (mostly Tunisians) fleeing the troubles in North Africa and provided many with permits allowing them to travel to neighboring France---to Sarkozy’s dismay. For all of Europe’s anxiety about refugees, African nations have borne the brunt of the recent exodus from Libya.

Venezuela, He’s Back, But for How Long?

Marking the bicentennial of his country’s liberation from Spain, President Hugo Chavez made a dramatic return home after weeks spent recovering from cancer surgery in Cuba. U.K., Tabloids, Makers of Their Own Scandals

The Rupert Murdoch-owned tabloid News of the World came under fire for reports that it hired a private investigator who allegedly hacked the mobile phone of slain 13-year-old Milly Dowler after her disappearance in 2002. In addition to listening to voice mails, the investigator reportedly deleted some messages, prompting police and Dowler’s family to hold out hope that she was alive. The revelations prompted public furor, further stoked by claims that NOTW may have hacked the phones of relatives of 7/7 bombing victims.

Thailand, Sister Act Wins Election

With barely more than a month as a professional politician under her belt, Yingluck Shinawatra stood poised to become Thailand’s first female Prime Minister after her party scored a resounding victory in national election. The result was not all that surprising: Yingluck had the political machinery of her brother Thaksin Shinawatra, the controversial former Prime Minister who was deposed in a 2006 coup. Despite living in self-imposed exile, Thaksin cuts a long shadow across Thai politics, and political battles between forces aligned with and against him have paralyzed the country in recent years, making his sister a curious figure for reconciliation.

California, Apple, With or Without Steve Jobs

German social scientist Max Weber defined the "charismatic leader" as one whose influence stems from almost preternatural insights and imagination, and who inspires devotional loyalty from his followers---which adds up to an uncanny description of Steve Jobs.

Weber also argued that organizations structured around a charismatic leader are doomed to lose their vigor after the great one leaves the scene. That prediction became relevant on Jan. 17, when Jobs announced yet another medical leave from Apple, the company he has led to breathtaking heights. He didn't say when he would return or why he was leaving, but the undertones were ominous. He referred to his management team's plans for 2011 and sounded an unusual emotional note: "I love Apple so much and hope to be back as soon as I can."

The announcement triggered speculation about Jobs' health—and minor indigestion among shareholders. It also posed yet again the unavoidable question that now looms over 35-year-old Apple: What happens to a modern company whose innovations and inspirations are so closely tied to the vision of one leader when that leader's influence is in decline?

charismatic 有个人魅力的,来自名词charisma一词,这个魅力可不得了,原指“神赐的力量”,An extraordinary power, such as the ability to perform miracles, granted by the Holy Spirit. Charisma一词俞敏洪老师曾注解为charisma=China+rise+Mao 中国出了个毛泽东,甚妙。

Washington, Kids Obesity and Moms

Moms, prepare to feel guilty, but only just slightly: There's new data out there that link the more years you spend in the workforce with chubbier children. The increases, though statistically significant, were hardly jaw-dropping. There are many factors that contribute to childhood obesity, including easy access to cheap, prepared foods and kids' increasing preference for apps over exercise, and researchers emphasize that their findings are not meant to alarm mothers or make them feel bad about being gainfully employed.

chubbier 更胖的,chubbyrounded and plump

gainfully employed 有报酬地工作 来自gainful employment一词,港台译为“有助益之就业”

Cairo, How far will the wave reach?

As all eyes in the Arab world are riveted by Egypt's democracy uprising, activists in countries such as Jordan, Yemen and Syria have begun organizing protests against their own authoritarian regimes to demand reforms. Anti-Americanism might not be a driving force behind these Arab demonstrations. On the contrary, the rage of the Egyptian protestors is directed at President Hosni Mubarak, with America and Israel barely rating a mention. But being friends with America opens Mubarak to a host of liabilities that its neighbor governments don't have.

Washington, the purposeless America

The United States has no purpose. That is perhaps its greatest achievement. America's founding document, its Declaration of Independence, allows that a state exists only to secure life, liberty, and the pursuit of happiness.

That's it. There's a curious lack of ambition in those words. The United States was not founded for the greater glory of anything, or as the necessary outcome of history, but for the freedom to collect figurines, to join a clogging troupe, to take a road trip. Yet these words, which carry no ideology whatsoever, are the ones that keep winning. This is the lesson of the past 10 years, and one Osama bin Laden, a man animated by a grandiose vision of restoring a 7th century Muslim empire, never grasped. The most successful organizing principle the world has ever known is a simple guarantee that we can buy and do things that have no point greater than the satisfaction of our own happiness.

Italy, A Leaning Tower About to Collapse

Worries over the euro-zone debt crisis spread from Greece to Italy as rising bond yields and Italian political infighting over proposed budget cuts triggered fears of yet another financial meltdown in a troubled European country. Italy has the third largest economy in the euro zone. A domestic financial crisis in Italy would pose a far greater threat to the health of the E.U. than anything happening in Greece.

India, Not Again: Terror in the Maximum City

The coastal metropolis of Mumbai was rocked by three apparently coordinated bomb blasts, shaking a city that’s still recovering from the audacious 2008 terrorist strikes that killed 164 people. The death toll, at the time of writing, was 21, with over 120 others injured. Mumbai, a city teeming with divisions of class, creed and ethnicity, is no stranger to violence. In the immediate aftermath of the bombings, authorities refrained from pointing the finger at Pakistan, home to anti-Indian militant groups.
